The best renewable resources are most often nowhere near major load centers requiring significant expansion to the nation's transmission system in order to meet our energy demands and policy requirements. Though this tenant is widely accepted within the electric utility industry, there remains much debate about how to best accomplish transmission expansion and renewable development effectively and efficiently.
