Impact of Umatilla County (Oregon) Wind Power Siting Rule Change

Stoel Rives attorney Elaine Albrich was quoted by The East Oregonian regarding the Umatilla County (Oregon) Board of Commissioners' decision to revise the County's wind power siting guidelines to require a two mile setback between a wind turbine and a city urban growth boundary, rural residence or roadway. In testimony before the board, Albrich had argued on behalf of wind energy developers for inclusion of a setback waiver option in the final siting provisions.

"While we understand the board had a difficult decision to make, we are disappointed in the outcomes and the process," she said. "The impacts of the code amendment will vary from project to project but overall I can anticipate less economic development in the county from renewable energy development."
