Senior Environmental Attorney Harlow Joins Stoel Rives LLP

SACRAMENTO- Former California Water Quality Officer will serve firm's Central Valley clients.
Stoel Rives LLP, a full-service business law firm, is pleased to announce that Loren J. Harlow has joined the firm's Sacramento office as of counsel in the Resources, Development and Environment group. Harlow, who previously served as the Assistant Executive Officer of the California Regional Water Quality Control Board in Fresno, has nearly four decades of experience in water quality, environmental, administrative and regulatory law matters. He will primarily serve Central Valley clients from a satellite office location in Fresno, California.
While at the Water Board, Harlow oversaw enforcement of the federal Clean Water Act and the California Porter-Cologne Water Quality Control Act in a nine-county region extending from Stanislaus County to Kern County. His enforcement responsibilities encompassed Storm Water Permits, National Pollutant Discharge Elimination System (NPDES) Permits, Waste Discharges to Land, Leaking Underground Storage Tanks (LUST), Confined Animal Feeding Operations (CAFO), Basin Planning, and Irrigated Lands. In this capacity, Harlow dealt with a wide variety of entities, including publicly owned treatment works, food processors, wineries, canneries, dairies, irrigation districts, and industrial, commercial and residential developers.

As a California licensed Professional Engineer (Civil), Harlow is a member of multiple engineering organizations including the American Society of Civil Engineers (ASCE). He is a former adjunct faculty member at California State University, Fresno, where he taught undergraduate and graduate courses in environmental engineering. Harlow received his J.D. from San Joaquin College of Law (1982), earned both a B.S. in Civil Engineering and M.S. in Environmental Engineering from the School of Civil Engineering at Purdue University (1970, 1971), and is admitted to the State Bar of California.
